Faculty of Medicine Clinical Appointment, Reappointment, and Promotion Committee — Terms of Reference

Purpose and Authority

The purpose of this Committee is to make recommendations to the Dean on clinical faculty appointments, reappointments and promotions that have been referred to this Committee for review as outlined in below.

Composition

This committee is made up of elected and appointed members.
The Faculty of Medicine (FoM) is committed to equitable and diverse membership on committees and is guided by advisory councils on nomination and selection process.

Voting Members

Elected

  • Five (5) Clinical Professors, including at least one (1) from health professions.

Appointed

  • Two (2) Clinical Professors, including at least one (1) from health professions.
  • Two (2) Clinical Professors who currently hold leadership roles at FoM.
  • One (1) Department Head or School Director

Non-voting Members

Ex officio

  • Dean, Faculty of Medicine or delegate (chair)

Appointment Process

Elected members are elected by faculty through the annual process initiated by the Dean’s Office. Appointed members are appointed by the Dean through the annual process initiated by the Dean’s Office.

Term

Elected members are members for a three-year term.

Appointed members are members initially for a four-year term when the Committee is first constituted. Thereafter, appointed members are members for a three-year term.

Chair

Chaired by the Dean, Faculty of Medicine or delegate (chair).

Meeting Schedule and Administration

Typically meets approximately twice a month and at the call of the Chair. All members are expected to attend all meetings in person or via Zoom. The Assistant Managers, Faculty HR, Faculty Affairs will capture voting results. Records will be maintained in accordance with UBC record retention schedules.

Quorum and Decision-Making Process

Quorum consists of five (5) members to review, vote and make a recommendation on a case. The Chair does not vote.

Lines of Accountability and Communication

This committee:

  • Reports and makes recommendations to the Dean.

Responsibilities

This committee:

  1. Makes recommendations to the Dean regarding:
    • a. Promotion to the rank of Clinical Professor;
    • b. Appointment, reappointment and promotion where there is a discrepancy between the CARP Committee recommendation and the recommendation of the Head/Director; and
    • c. Upon request of the Clinical Faculty member when the Department/School recommendation is against appointment, reappointment or promotion, or at the time of appointment where the Department/School recommendation is for an initial appointment at a rank lower than was held by the applicant at their previous academic institution.
  2. Adheres to the Faculty of Medicine Responsibilities of Standing Committees.
