UBC Faculty of Medicine, through the Office of the Dean, Postgraduate Medical Education administers Postgraduate Medical Education (PGME) and offers Family Medicine and 64 specialty and subspecialty programs recognized by the Royal College of Physicians and Surgeons of Canada and the College of Family Physicians of Canada.
The program is supported by funds received from the Ministry of Health (MoH) which are allocated to the departments/divisions where residents receive teaching and training.
Funding Guidelines, Financial Audit and Reporting
Using prescribed funding formulas, the departments/divisions receive different types of funding, the spending of which is defined under the PGME 2017-18 Funding Guidelines.pdf.
If eligible, payments to clinical faculty members are governed by the Faculty of Medicine Clinical Faculty Compensation Terms. These terms are due to expire on June 30th, 2015.
To ensure PGME funds are spent in accordance with the guidelines, departments are required to submit signed attestation forms to the Postgraduate Dean’s Office by the end of the fiscal year. PGME accounts are also subject to audits and reviews conducted randomly during the year.
New PGME Funding Allocation Process
To increase transparency, accountability and financial reporting accuracy, the Postgraduate Dean’s office has implemented new PGME funding allocation process starting FY13/14.
Summary of the 4-step new funding process:
Advance funding at beginning of the fiscal year to the eligible programs
Departments submitting budget to the Postgrad Dean’s office for approval
Departments submitting year-end financial statements by required deadline
Final funding transfer to the departments
CTO-Patient Care Funding:
Rotations are tracked through One45software and funding is allocated based on these rotations. The full review will begin in fall 2014 and funding will be distributed subsequently. Departmental Allocations and Accountability Committees will be responsible for overseeing the payment of their clinical faculty based on this information.
